On April 22, 2025, gunmen attacked a tourist resort in Indian-controlled Kashmir, killing 26 people. India, blaming the attack on Pakistani-backed militants, retaliated by suspending the Indus Waters Treaty, an agreement that had been in place since 1960 despite three wars and several crises between the two countries.
Despite a ceasefire on May 10, the suspension of the Indus Waters Treaty remains the most significant source of tension. New Delhi has said the treaty will not be implemented until Islamabad “verifiably and irreversibly” stops supporting terrorism.
It called India’s move a “declaration of war” and said it would pursue the case through international legal channels including the World Bank, the Hague Court of Arbitration and the International Court of Justice.
