Nearly two decades after the promulgation of the general policies of Article 44 of the Constitution, studies show that these policies have not been very successful in reducing the role of the government in the economy and have even established a new structure of government intervention in the guise of quasi-governmental institutions. This note attempts to examine the performance, challenges, and path forward for the implementation of these policies based on official data and institutional assessments.

The Emergence of Quasi-Government Companies; Reproducing the Government in the Skin of the Private Sector
The general policies of Article 44 of the Constitution, which were promulgated by the Supreme Leader in 2005, are considered a turning point in looking at the role of the government in the Iranian economy. The aim of these policies has been to reduce government ownership, develop the private sector, ensure social justice, increase efficiency and productivity, increase competitiveness in the economy, and more equitable distribution of ownership in society. But now, after nearly two decades, statistical and structural evidence shows that the implementation of these policies has faced profound challenges and deviations from the original goals.
